If we had a flat tax, the government couldn't soak the rich with taxes because if the rate is changed then everyone would feel it. The government would have less money to spend and with some leaders with half a brain, they would limit themselves. They also couldn't soak all business because it would hurt job creating sectors and then the economy as a whole.
