[ Law & Ethics ] Open Question : How to deal with an insane boss? Help?!?

I'd like some input on those who have gone through this situation or know how to deal with it. My soon to be husband is an excellent mechanic. He works for a chain-store shop and really knows his stuff. He has only worked there a little while and his manager has shown signs of being really bat **** crazy. He discriminates against my fiance regarding him being a Christian (treats him like scum because of it and also gets the shop to do the same, also criticizes his Christianity). The manager has very poor managerial skills and even curses, throws things, and goes ape**** in areas where customers can see his little antics. He also sexually harrassed my fiancee and made wrong comments about me "you need to be going home and ******* that girl of yours. It will improve your performance at work". And also gets the other employees to chime in. If something goes wrong, you can bet my fiancee will be blamed for it, even if he was not at work that day! The guy is nuts and has broken so many laws (allows a manager who can't be doing something by court rules do it) but punishes my fiancee for everything everyone else is doing wrong. I want to turn him in because my fiancee is too peaceful and won't stick up for himself. He has said several times that my fiancee would be getting a transfer because he moved almost an hour away, but the guy has put it off every week. He lied and said my fiancee said something and "that is why the other locations won't take you and you haven't transferred yet". My fiancee never talks, so I am 99.9 % sure that is a lie. He tells me fiancee, almost every single day that he is horrible, and worthless at work.. and yet, he hasn't fired him. Why would a manager who hates their employee like he does and treats them like trash not fire them? He also changes the schedule at the last minute and just lies, lies, lies. Many can tell me to stay out of it.. But if it was your loved one whom you cared about, you would not sit there and allow this.. when you know its not right. Can anything be done?
