[ Family ] Open Question : My 3 year old step daughter urinated on her self twice in the past couple of days when she was with her mother?

What does this mean. SHould I be concerned? She hasn't done that in almost a year and a half. She also told her brother to pull his pants down. ( He is 6) . What does this mean? All these things happen when she is with her mother.
