[ Military ] Open Question : US Navy dependent waivers?

Hello! My husband is trying to enlist in the Navy and we have two children... so 3 dependents all together. He has all ready taken the ASVAB and scored a 70. His recruiter was going to send him to MEPS for his physical on Monday. He got a call from the recruiter on Sunday night at 8 pm saying that his supervisor just called him and said that they are still waiting on a dependent waiver and to call him on Tuesday(for some odd reason I doubt that the recruiters "supervisor" would call him on a Sunday night at 8 for office related issues). My husband called the recruiter today (Tuesday) and he is now saying that the waiver is at the regional processing center and to call him on Thursday. Oh, by the way, this recruiter is impossible to get a hold of over the phone, it takes about 5 phone calls throughout the day... Anyways, he also told us that if he doesn't get sent to MEPS for his physical before the end of this month(August) he will have to wait until October, because they aren't allowed to send people to MEPS during the month of September. So, How long does it usually take for a dependent waiver to get approved? Does the recruiters "quota" restart every year in October? Is it true that there are no physicals conducted at MEPS for the month of September? Thanks!
